On the occasion of the 10th anniversary of the establishment of Colorful Guizhou Airlines, my heart is filled with excitement and emotions. The past years unfold slowly like a golden painting .....

In early 2014, during my tenure as Executive Deputy County Mayor in Weining Autonomous County, Guizhou, I was responsible for the construction of Weining Caohai Airport. As I gained a deeper understanding of the aviation industry during the airport construction process, and when the airport construction work was recognized by the country and entered the substantive promotion stage, I deeply reflected on the current situation of Guizhou's aviation industry: as an economically underdeveloped mountainous province, although Guizhou has built multiple airports, the local government needs to pay high subsidies to attract airlines to operate routes. This' blood pumping 'economic cycle will eventually become unsustainable. I firmly believe that only by establishing a local airline in Guizhou and achieving "air ground linkage and integration of trunk and branch" can the aviation industry truly promote the economic takeoff of Guizhou. Although I have learned that Guizhou once founded an airline, it eventually became the history of China Southern Airlines Guizhou Company due to factors such as talent and management. I have not delved into the reasons, but I firmly believe that Guizhou should have its own airline, and Guizhou people have the ability to establish and manage their own airline. I have made up my mind and immediately started studying and conducting in-depth research on the establishment of airlines. After nearly two months, I have developed the first county-level government led plan for the establishment of "Caohai Airlines" in China. The plan has been reviewed by the county government, county committee standing committee, and county people's congress standing committee, and has received high recognition and support from the four major teams of the county. The final resolution is for the Weining county government to invest in the establishment of "Caohai Airlines". Immediately, the construction work began intensively. While the county government raises funds on its own, the core challenge lies in recruiting key construction personnel and high-level management talents. Mr. Xu Bo, the former director of Xizang Civil Aviation Administration and the former chairman and general manager of Xizang Airlines, was finally selected as the best candidate after being recommended by several leaders of the civil aviation system. When we first met to elaborate on our ideas, Mr. Xu Bo was deeply surprised by the ambition of establishing an airline company in a national poverty-stricken county, but he was even more moved by our sincerity and courage. He immediately went to Weining for inspection and truly felt the fervent expectations of the Weining people for development, as well as the firm support of the county party committee and government. In the end, he gladly agreed to be appointed as the general manager of Caohai Airlines. With strong support from the provincial government and relevant departments, the construction of "Caohai Aviation" has been smoothly promoted.

On August 12, 2014, Eric Li, the then director of the Civil Aviation Administration of China, was invited by Zhao Kezhi, the then secretary of the Guizhou Provincial Party Committee, to give a special lecture on civil aviation development for provincial leaders in Guiyang. I was fortunate enough to attend. During this period, Director Li Jiaxiang repeatedly mentioned the establishment of "Caohai Airlines". After the lecture, Comrade Zhao Kezhi immediately presided over the provincial party committee office meeting and decided to establish Colorful Guizhou Airlines on the basis of "Caohai Airlines", and designated Guizhou Industrial Investment Group as the provincial government investor to lead the establishment. In the afternoon of that day, I was ordered to rush to Guizhou Industrial Investment Group to discuss the establishment matters together. On September 3, 2014, the General Office of Guizhou Provincial Government officially issued a document to establish the leading group for the establishment of Colorful Guizhou Airlines Co., Ltd. I participated in the establishment of Colorful Airlines as the Deputy Director of the Leadership Group Office. Thus, "Caohai Aviation" has successfully achieved a leap towards colorful aviation, officially upgraded from a county-level government funded project to a provincial-level key project, and fully promoted as a major project in the province's "13th Five Year Plan" transportation plan.

On the afternoon of June 19, 2015, Colorful Guizhou City was filled with joy and crowds. Zhao Kezhi, the then Secretary of the Guizhou Provincial Party Committee, Chen Min'er, the Governor, provincial leaders in Guizhou, main officials of provincial departments and bureaus, and main officials of Weining County Party Committee and Government gathered at the Colorful Guizhou City Conference Hall to hold the grand founding ceremony of Colorful Guizhou Airlines Co., Ltd. Jiang Wenxue, the then director of the Southwest Regional Administration of Civil Aviation, read out the document approving the establishment of Colorful Guizhou Airlines on behalf of the Civil Aviation Administration. Governor Chen Min'er delivered a speech on behalf of the provincial party committee and government. After the establishment of Colorful Guizhou Airlines, I personally served as a director, deputy secretary of the party committee, and secretary of the discipline inspection commission, embarking on a 561 day journey to establish Colorful Guizhou Airlines.

The road to construction is full of challenges and uncertainties. Building a team from scratch, leasing to self built office space, purchasing airplanes from scratch... All the colorful Guizhou Airlines people face challenges, work day and night, overcome difficulties, and never give up. After countless days and nights of hard work, crossing countless mountains and rivers, and overcoming numerous bottlenecks and obstacles, we finally lived up to the trust of the Provincial Party Committee and Government. At 9:40 am on December 31, 2015, we successfully obtained the operational qualification certificate issued by the Civil Aviation Administration of China. The provincial government immediately held a press conference at 10 am to announce the good news. At 1:58 pm on the same day, Colorful Guizhou Airlines' first commercial operation flight departed from Longdongbao Airport in Guiyang on time and took off towards Feixiong Airport in Bijie. This historic moment not only marks the successful completion of the construction of Colorful Guizhou Airlines, but also marks the perfect conclusion of major transportation projects in Guizhou Province during the 13th Five Year Plan period, and sets a new record for the construction speed of 121 aviation transport enterprises in China's civil aviation industry.

Nowadays, Colorful Airlines, which has gone through a decade of safe operation, has developed into a modern airline with nearly 1600 employees, 20 aircraft, and a route network covering 52 domestic and foreign cities, becoming a beautiful aerial business card of Colorful Guizhou. On the occasion of the 10th anniversary, I would like to express my heartfelt gratitude to the leaders at all levels, departments, and friends from all walks of life who have provided strong support during the establishment of Colorful Guizhou Airlines (Caohai Airlines)! To all the colorful people who have made tremendous efforts and sacrifices for the hard work and operational development of Colorful Airlines, we extend our highest respect and deep blessings! May the future of Colorful Airlines be even more brilliant and brilliant!
